We are looking for a full time Benefits and Evaluation Manager to join the Wessex Care Records Programme, on a fixed term contract up to 31st March 2023 to specifically focus on creating and implementing benefits plans to support change programmes.

This role will play a key part of the Wessex Care Records Programme and will provide expertise in helping projects meet business objectives. The role will be responsible for initiating and overseeing benefits management processes and evaluation governance for large scale change management programmes to ensure optimum benefits are delivered in line with programme objectives. The postholder will be responsible for working with stakeholders in defining, capturing, implementing, measuring and realising forecast and actual quantitative and qualitative benefits using best practice business models. The postholder will work with Partners to create business change processes and deliver benefit plans.

We are seeking an experienced Benefits and Evaluation lead to support the Wessex Care Records Programme across Dorset and Hampshire and Isle of Wight Health and Care settings to identify and measure benefits of Shared Care Records, both between the two counties and specific types of data, e.g., Medications and Allergies, documents and correspondence and Maternity Records. The postholder will work closely with the Programme Manager and Director and the role requires the postholder to support collaborative working with stakeholders, such as clinicians, technical experts, executives and National Teams to identify, manage and track benefits within the WCR portfolio of work. The postholder will be an enthusiastic person keen to build relationships with all stakeholders involved in the programme and be willing to work flexibly. The postholder will have strong attention to detail and willingness to work around the needs of the team and organisation to deliver key elements of the programme. You will be working with innovative developments that will deliver real change for staff and patients.

We would expect the postholder to demonstrate previous knowledge and experience within a comparable position (e.g.benefits analysis or quality assurance) for this role and a project management or benefit analysis/management qualification would be desirable. An understanding of benefits and service improvement in a Digital/technical or health environment would also be desirable.

The postholder will be self-motivated and tenacious, with demonstrable experience of analysing programme objectives to identify, evaluate and manage benefits across technology projects and system deployments. Experience covering operational, financial and patient focused benefits is required to help realise benefits for the Programme and to contribute to future business cases. You will be a team player with a “can do” attitude, helping to deliver on an exciting work portfolio.

In return you can expect to work within a supportive team who will enable you to broaden your experience and develop a wide range of skills.

The Wessex Care Records (WCR) Programme’s strategic aim is to share real time health and care records across Dorset and Hampshire and Isle of Wight (HIOW). The WCR Programme continues to work at a system level with both Shared Care Record partner programmes, as well as individually with the partner organisations within the ICS’s and emerging ICB’s. The WCR Programme is currently hosted by Dorset CCG. There will be a requirement for face-to-face meetings with colleagues and stakeholders, therefore the ability to travel across both counties is required, however homeworking when appropriate, will also be available.

Our Mission

Using our clinical understanding, we strive to lead continuous improvements to health and care services in Dorset. Our key mission is to support people in Dorset to lead healthier lives, for longer.

This mission sets out our ultimate purpose. It defines what we must aim to achieve every day, through every decision and every interaction we have as an organisation. It also incorporates our vision statement. Our mission statement is explained as follows:

  • 'Supporting people' reflects our role of commissioning services for those who fall ill and in preventing illness in the first place. It also recognises the need for us to support people to manage their own health and to work with them to do this successfully.
  • We have a duty of care for all people while they are 'in Dorset' - not just Dorset residents.
  • 'Healthier lives' is the ultimate outcome we are aiming for. It reflects a need to prevent illness (e.g. through education), as well as recognising the need to provide timely services for everyone.

As a clinical commissioning group we have a responsibility as leaders within the health economy. Our unique position as clinicians also allows us to view things differently.

We already have an excellent health service in Dorset but, excellent services can still, and must, be improved to reflect a continually changing economy and society. By using our clinical understanding and different perspective we can drive continuous improvements, not just in health care but across all services within Dorset.
